Nunthorpe Nineteen Commitments

The Nunthorpe commitments give a baseline for future development. They show our commitment to working with the community, allowing them to influence the overall vision for the area. The commitments include protecting green spaces from development in the future, providing amenities for the local area, and strengthen the relationship between local people and the council.

We're providing updates on how we're doing with meeting these commitments. The table below uses the following statuses to explain how progress is going:

  • Green - complete or progressing well
  • Amber - complete with minor issues or ongoing
  • Red - complete and unable to meet commitment

Commitment 1

Housebuilding on Nunthorpe Grange will be limited to a maximum of 250 houses, as stated in the Local Plan (rather than 350 houses or any of the other higher figures previously considered.)

Explanation

Once the number of houses on the two private sites at Nunthorpe Grange are known, the Council will seek to dispose of its housing site for the remaining balance, leaving a total of 250 units across all three sites

A proportion of the housing at Nunthorpe Grange will be bungalows.

Explanation

The Council will work with all of the housebuilders at Nunthorpe Grange to encourage the inclusion of bungalows.

We've produced a briefing paper on the pros and cons of building bungalows 

It is proposed that the Council will look to encourage development of bungalows at Nunthorpe Grange through its marketing particulars, but due to best value considerations, it will not insist upon any prospective buyer to include bungalows within its proposals.

Commitment 3

Prohibit the commencement of house-building on the Council-owned land at Nunthorpe Grange until a Nunthorpe Infrastructure Plan is in place.

Explanation

A plan will be developed, informed by the baseline study, that will show how any related infrastructure issues at Nunthorpe Grange will be addressed, and this will feed into future planning applications.

Commitment 4

Prohibit access to new housing at Nunthorpe Grange from either Guisborough Road or Stokesley Road.

Explanation

The Council will seek to route all traffic from the Nunthorpe Grange site off the bypass, rather than utilising entrances on Guisborough Road and Stokesley Road. Planning applications contrary to this will not be recommended for approval.

  • Middlesbrough Council have planning approval for a new roundabout on the A1043 bypass.
  • The Council are committed to ensuring housing development at Nunthorpe Grange will solely be accessed from the new roundabout.
  • Officers are currently in discussions with Private Developers and have an agreement in principal.
  • Planning application submitted by Persimmon homes demonstrating progress on securing a single access.
  • Parish Council submitted objection to planning application.

Commitment 5

Prohibit all future sales of Council-owned greenfield land for housing development in Nunthorpe Parish, beyond those already in the Local Plan.

Explanation

Although the existing proposals for the Council’s greenfield site at Nunthorpe Grange, and existing proposals for a small development at Nunthorpe Hall Farm will be taken forward, the Council will not dispose of further greenfield sites in Nunthorpe For housing, or seek to include any additional sites in the next Local Plan.

  • As part of the development plan for Nunthorpe, officers will scope the potential to include covenants to protect the land via the Infrastructure Group.
  • An interactive plan has been developed to provide the community with updates of the progress made. The plan will also show current proposals for the area, including housing developments, infrastructure improvements, green space provision, and community facilities.
  • Plan can be viewed within the Nunthorpe Vision interactive plan section.
  • Neighbourhood Plan will also play a role in the protection of Green Spaces.

Ensure that all planning applications to develop privately-owned land in Nunthorpe Parish are robustly challenged.

Explanation

The Council will use the outcomes of the consultation, and the approval of these commitments to strengthen the case against further unwanted development within Nunthorpe.

Commitment 7

add

Identify and transfer land to the Nunthorpe community for a community building, and fund a revised road access for a Community Centre / Medical Centre (if granted planning permission).

Explanation

A site will be provided at Nunthorpe Grange to locate a new build community centre that will be accessed via a new road put in for the proposed new medical centre. The site will be agreed in 2021 to enable the project to progress quickly.

Commitment 8

Provide funding for construction of a Community Centre, with an application for planning permission submitted no later than December 2021.

Explanation

Funding will be provided through the Council from a range of sources, to provide a new community facility on the site identified through the above commitment. The site will be agreed, the funding will be confirmed, and the planning application will be submitted all during 2021. This will be done in conjunction with Nunthorpe Parish Council.

  • Progress delayed due to an alternative location and option presented to Community Centre Group.
  • Work ongoing to appraise two proposals for a new Community Facility.
  • The approval of Towns Fund means £700,000 is secured. In total the budget for the Community Centre is £900,000.

Commitment 9

add

Implement appropriate designation of land to ensure long-term protection of green spaces and wildlife, including: transfer of land for use as community gardens / open parkland / woodland, and establishment of a no-housebuilding zone south of the A1043 bypass.

Explanation

The Council will work with Nunthorpe Parish Council to identify areas of land that can be transferred to the community, or have specific designations placed upon it to protect its long term future, and provide accessible green space.

Jointly explore potential land exchanges within Nunthorpe Grange to facilitate improved community access / enjoyment.

Explanation

To enable the most sustainable layout on the Nunthorpe Grange site, the potential to swap land between different developers and different uses will be explored, with the aim of retaining green open space in the most user friendly locations.

Following discussions with the private developers, this commitment cannot be achieved. Nunthorpe Vision will now focus on meeting Commitment 4 in discussions with developers.

Commitment 11

Confirm that the provision of space for sport will be retained at the current level, or, if possible, enhanced.

Explanation

The existing provision of land at Nunthorpe Grange for sporting use will be maintained, and the Council will work with NMPFA to maximize the potential usage of space for sport.

Explanation

Sport provision is protected via statutory planning consultees Sport England. As a minimum, the current level of sport provision at Nunthorpe will be protected through the planning process.

Commitment 12

Ensure the active prior participation by Nunthorpe Parish Council in the identification / confirmation of projects potentially relevant to all Section 106 negotiations, decisions, and renegotiations.

Explanation

Any Section 106 commitments sought from developers in Nunthorpe, will be discussed with the Parish Council in advance to ensure the requests made of developers are reflective of local need and priorities. Any changes proposed to Section 106 agreements (new or existing ones) will also be discussed with the Parish Council prior to changes being made.

Commitment 13

Maintain an open and transparent “Section 106 Account”, showing past, current, and future payments and/or their intended expenditure.

Explanation

A simple account will be maintained and made publicly available setting out what Section 106 funding has been secured, received and spent, and where it has been spent. This will also show future Section 106 contributions and their intended destination.

All S106 information is readily available upon request. In line with government requirements the Council is in the process of preparing an Infrastructure Funding Statement, which will set out all the information requested by the commitment.

Commitment 14

add

Contribute to the Nunthorpe community at least 3% of funding obtained by Middlesbrough Council from the sale of Council-owned land in the area for housing development, where such sales have already been authorised in the Local Plan and the asset sale achieves near, or above, the target sale value.

Explanation

In line with the Council’s new asset disposal policy, any Council owned land reaching near its market value will enable the community to benefit from 3% of the receipt. On Nunthorpe Grange this has the potential to be a significant sum of money.

Commitment 15

Establish and fund a 'baseline study' of Nunthorpe.

Explanation

The Council will fund, and jointly procure with Nunthorpe Parish Council a baseline study to inform a Neighbourhood Plan, and any future planning applications or challenges.

Commitment 16

Consult the Nunthorpe Vision Group about the redevelopment of the Nunthorpe Grange Masterplan.

Explanation

Any masterplan developed for Nunthorpe Grange would be the subject of public consultation, but additional, early input will be sought from the Nunthorpe Vision Group prior to any proposals being publicly presented.

Middlesbrough Council are in the process of appointing an architect consultant to develop a new masterplan for Nunthorpe Grange. Expected to start early March 2022.

Commitment 17

Establish a Nunthorpe Infrastructure Planning Board to:

  • formulate a Nunthorpe infrastructure plan, incorporating all major infrastructure components, including enhancement of the framework for public transport, roads, footpaths, cycleways, bridleways, parks and playing fields
  • oversee implementation of the Nunthorpe infrastructure plan.

Explanation

A board will be developed, comprising Council officers, elected representatives and other relevant stakeholders to translate the baseline study into framework or plan to guide future investment in infrastructure. The board would also be responsible for overseeing its implementation to ensure the long term direction is maintained.

Commitment 18

Facilitate establishment of a Nunthorpe Neighbourhood Plan, which will incorporate these commitments and embed them in the Neighbourhood Plan consultative process.

Explanation

The Council will support Nunthorpe Parish Council in the development of a Neighbourhood Plan that will form part of the long term planning framework for the area.

  • Middlesbrough Council are committed in supporting the Parish Council to develop a Neighbourhood Plan for Nunthorpe.
  • Middlesbrough Council are waiting for the Parish Council to submit the required application form.

Commitment 19

Establish a mechanism for Nunthorpe Parish Council to monitor implementation of the undertakings outlined above, and to ensure delivery.

Explanation

Arrangements will be put in place between the Council and Nunthorpe Parish Council to oversee the delivery of the commitments, report on their progress and challenge where the spirit of them is not being observed.
