The Design Guide and Specification document has been produced by a working group comprising engineers and planners from the local authorities of Hartlepool, Middlesbrough, Redcar and Cleveland, Stockton-on-Tees, and Darlington Borough Councils. It is intended to be used by architects, engineers, planners, and developers involved in the preparation of schemes for new development.
The guide indicates the minimum standards the Highway Authority needs to ensure that new highways are adopted under Section 38 of the Highways Act 1980. However, these standards are not intended to prevent any requirement for a higher standard that may be deemed necessary by a Planning Authority. Adherence to the standards set out in the document will ensure that the Highway Authority is willing to adopt the new highways on completion.
