The statement of accounts gives an overview of our financial position at the end of the most recent financial year. It also contains a summary of our income and expenditure during the same financial year.

Audit of accounts year ended 31 March 2022

Accounts and Audit (England and Wales) Regulations 2015, regulations 14 & 15

The council's accounts are subject to external audit by Ernst & Young LLP of City Gate, St. James' Boulevard, Newcastle upon Tyne NE1 4JD. Members of the public and local government electors have certain rights in the audit process:

1. From Tuesday 30 August 2022 to Tuesday 11 October 2022 between 9am and 4pm, any persons interested may inspect the accounts of the council for the year ended 31 March 2022 and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records at the address given below.

Please inform the council of your intention to exercise your rights by emailing statementofaccounts@middlesbrough.gov.uk. The unaudited accounts, which include the narrative report and the annual governance statement, are available to view on this page.

2. From Tuesday 30 August 2022 to Tuesday 11 October 2022, a local government elector for any area to which the accounts relate, or any representative of the elector, has the opportunity to question the auditor about the accounting records. The auditor can be contacted at the address given above.

3. From Tuesday 30 August 2022 to Tuesday 11 October 2022, a local government elector for an area to which the accounts relate, may make an objection to the local auditor concerning a matter in respect of which:

  1. the auditor could make a public interest report
    or
  2. if the auditor considers an item of account is contrary to the law, the auditor may under section 28 of the Act, apply to the court for a declaration to that effect

The objection must be made in writing to the auditor and copied to the council at the following address:

Draft Statement of Accounts 2020-2021

The external audit of the draft Statement of Accounts for the year ended 31 March 2021 has not yet been completed by our external auditors, EY LLP, due to the ongoing impact of the coronavirus pandemic on finance team and auditor capacity. This situation is allowed for by Regulation 10, paragraph (2a) of the Accounts and Audit Regulations 2015.

Therefore, this notification explains, as per paragraph (2a), that we are not yet able to publish our audited 2020/2021 final statement of accounts in line with deadline of 30 September 2021, as per paragraph (1).

The Corporate Affairs and Audit Committee will consider the results of the 2020/2021 audit at a future meeting, after which we will publish the final audited accounts.
