Middlesbrough Council takes a partnership approach to tackling fuel poverty and providing affordable warmth through the Affordable Warmth Partnership, comprising of a number of statutory and voluntary organisations and chaired by Middlesbrough Environment City. The group developed the Affordable Warmth Action Plan, setting out four key aims which are aligned with National NICE guidelines for excess winter deaths, illnesses and the health risks associated with cold homes.

- promoting energy efficiency across all housing stock
- income maximisation and debt advice
- improving health and wellbeing
